Is this frostbite or fowl cholera or something else?

He is showing interest in food and it has been below freezing (around 15 to -4) outside the past week. He is holding his head low, though it is higher since he was brought in and he is standing now. He is making noise but isn't crowing and his wattles are swollen and one is discoloured. We brought him inside to warm him up to see if it helped. We are pretty sure he is a white crested polish, we don't fully know as we didn't buy him from a breeder, but his traits line up.

I had a rooster get frostbite once with the same amount of swelling; just make sure he’s eating and drinking and it will deflate.

Yeah, I didn't wanna bug him too much cuz I don't want him being too stressed, but here is a brighter picture.

Keep him hydrated and try not to handle the tissue too much.
