Is Tylan Powder safe for healthy chickens?

We recently saw one of our pullets showing symptoms of what looks to be respiratory disease. She had a runny nose and one of her eyes was bubbly so we quarantined her and began her on Tylan water but now one or two days later we found one of our other bigger girls showing some bubbles in one of her eyes. We're now worried the whole flock was exposed to it and would like to leave some Tylan water out for all of them to try to take care of it early on but were wondering if it's safe for a healthy chicken to drink if not showing symptoms?
 
I would separate the two that are showing signs, and treat them with the tylosin. I don’t think that it is good to give antibiotics unnecessarily, and it can create antibiotic resistance. It would be like having your whole family takes meds when only one has strep throat.
