Little rooster with poor feathers

So my rooster has improved a bit after looking very rough when it comes to the ability of walking. He can get up better and walk further but isn’t at 100%. What I have noticed though is he will not preen himself so his feathers are falling out and are in poor quality when they start growing back. He has nothing that is communicable so he is in with the chicks when he wants to be to keep him safe from predators. And he doesn’t leave their side much even when out of the coop on his own will. But how can I improve his ability to walk. Vitamin b seemed to make him go downhill. And what can I do about the lack of preening?

What do you feed, including treats?
Any lice/mites?

Does he have access to dirt for dust bathing?
 
he has access to dust when he free roams. i feed him all flock pellets, for treats i let them scratch around but he doesnt forage. he will eat blueberries ,and any safe vegetable i give them but not like my hen does. i treated him for lice and mites with permithern dust safe for chickens a few months back. he wont even take a dust bath when he can. as far as age he isnt even a yr yet. i will have to get video tomorrow and pics after work of his walking and feathers. currently he is in with the chicks which is all grassy due to almost getting taken by a hawk and not running off from it.
