Molting or Pecking?

this is my first time raising chickens. I have a polish frizzle that I’ve noticed is losing feathers on the top of his head. Every once in a while I will see another chicken peck at him, but not a lot. Is this the result of being pecked on or is he molting? He doesn’t look to be losing feathers anywhere else. He is 4 months old.
