I was surprised how the wording makes it sound like they cultivated the breed...

That is NOT true.
Mosaics have been worked on for years by dedicated private breeders (some can be found in this FB group).

One lingering issue with Mosaics is that the genes for blue ears are less persistent in males. Many roos lose their blue ears sometime after sexual maturity / under a year old. Thus breeding stock must be chosen after they are a year old.
A Mosaic without blue ears is not a Mosaic, and since hatcheries will not be willing to wait and evaluate, I expect they will ruin the hallmark trait of Mosaics.

When I kept them, I found them rather aloof, and flighty. Leghorns are easier to catch.
They did have a reasonable rate of lay, although the eggs were medium sized at most, and more of a light tan, tended towards narrow and pointy in all of the hens I kept.
Roos tended to be shy towards people but really harsh on their hens.
