My hen is suddenly mean!!

I have two hens. One hatched and raised the other. The “baby” is now 13 months old, the “mom” is 3 -3 1/2 years old. All has been great until about 3 weeks ago when the mom started attacking the baby. No blood has been shed - but feathers have gone flying! I now have them separated - but the baby wants to see the mom, and mom just attacks her when she is near.
Any suggestions as to how to stop this behavior? I have tried a water pistol, hovering to “step in”, none has worked or even slowed the attacks.
The two have plenty of room, free range, multiple nest boxes, and always have food, oyster shell, water, and grit available.
Please, any suggestions would be greatly appreciated!! I am at my wits end! I don’t believe my aggressor could be re-homed - besides I dearly love her!!
 
At this point,nobody is a baby anymore,your dealing with grown birds and things are not the same as they were when the chick was baby.Im gonna guess,since they have always had each other,maybe they still have the mother daughter bond and the mother has now decided to rear off,but that’s very unlikely.Is the other bird that you call a baby try getting to the mother to fight or just because she is alone?Sounds like your having a pecking order issue.I would add four new hens to the group and than add the mother back in to the butch of birds.So Seperate the mother an dadd a few extra hens in with the baby.

Thank you so much! I may have to try to add a couple of birds. The “baby” is very docile, she never does anything and the “mom” will jump on her and pull out feathers etc...
Maybe it’s simply because there are only two - you are right though, the “baby” is absolutely an adult - I just used the term to distinguish between the two.

Are you sure it isn't just molt all the feathers you see?

Definitely not a molt. The one hen is attacking the other - it is horrible!!
Just when you think the girls are set - a new adventure comes up!!
Praying for a good resolution to this one!!
