My no POOF Silkie Roo Dutch Boy

I'm trying to figure out why my sweet 3 old Dutch Boy blue painted splash Silkie Roo Dutch Boy doesn't have the iconic Poffy head fluff. Does anyone know why he looks like me in Florida when the humidity hits, instead of the fluffy head silkie he should be. He's beautiful anyways. But I've wondered why his head isn't fluffy..

Yeah, show breeders breed from birds with larger crests, thats all.

Really? I was told he was that

He could’ve come from a blue pen (assuming the blues were mixed) but he definitely isn’t a solid blue, splash, or paint.
