Mystery Banty?

I just got four new Bantams from the local Costal (I believe they supply from Meyers hatchery). I’ve never seen a chick like this before and can’t ID it, I had a similar case with my chicken Petra and she’s an EE so I’m assuming that’s what this little guy is. What’s your guy’s opinion on breed and gender? The main reason I’m confused is that EEs weren’t listed as a breed of chick that they were selling in the batch
