Need help understanding Charlotte, NC chicken laws

I am new - hoping to hatch and sell chicks for the first time over the summer, but do not understand the incredibly strict yet vague guidelines for Charlotte, NC when it comes to poultry. Do I still need some kind of permit if the chicks I’m planning to keep and then sell won’t be more than 3 months old tops?
