Never laid

Last October I gave my sister 11 pullets I had hatched the previous spring. They should have been ready to lay but didn’t. We figured they were just stressed and eventually would start. I checked with her today (March) and they still haven’t started laying! To make matters worse, the two she already had stopped laying. Help!
