Pekin with black bill?

I have someone that wants to sell me a pekin duck but all his has black on the base of their bills and they are housed with all kinds of other ducks. He said all his ducklings were female when I said I wanted a female. He had 12 ducklings so that does not sound right. What do you think about these ducks?

I think they are not purebred Pekins, for one. I would also be suspicious of someone saying all 12 of his ducklings were female. It's possible, but pretty unlikely. He may just want money with no regard for anything else.
