I have a 14-week-old buff laced Polish that just started crowing a few days ago. His first time was in the afternoon right after trying to mount a pullet. He crowed about 5 times in a row (each getting better). It was loud, but not horribly loud. He crowed when my husband went outside the next morning around 9am. We have not yet heard him crow at dawn and he did not crow at all yesterday (we work from home, so we're around most of the time). Does the frequency and loudness of their crow increase over time? Is there an age at which his crowing patterns should become fairly consistent?

Roosters crow when they feel like it. Everyone is an individual. They generally start out squeaky than slowly get louder. None of mine crow on a schedule, and morning isn't exactly that popular despite pop cultures portrayal of roosters as alarm clocks. They crow in response to may things. I've even heard them crowing in the middle of the night.

Agree.
Since you say he just started yes there's a learning curve so he will crow more often and louder as he finds his big boy voice. But as a rooster its to individual to predict.
Mine start at about 3:30 and everyone's crowing by 5:00.
Were country out here so even the roosters like to start the day early.
