I have a quail and he finally come out but has been about 36 hours inside the egg he only put part of his mouth out and he won' open the shell how long will take or should I assist him?

I'd assist at this point. Carefully peel back just the shell first, not the membrane yet, just to check there are no live veins in the membrane with blood still in them. You might have to dab a bit of water on the membrane to see. If there's no blood still in the membrane you can peel that back too. If there is still blood put a bit of cooking oil on the membrane to keep it moist and wait until the blood recedes before helping anymore. The chick may still be attached to the shell by a little cord because it hasn't rotated as it has unzipped but that should quickly dry up and detach as the chick dries off in the incubator. Or you can snip it with clean scissors.

Thank you he was dead inside. I manually move the eggs three times a day. I am buying an auto egg turner this week.

Oh dear. That's never fun. :hugs What was your humidity during hatch? I like to have it nice and high so that if they decide they are going to take their time (like some of them do) they are not going to have the membrane drying out and restricting their breathing. That's sometimes the cause if the chick has pipped but not got any further. He could also have been slightly in the wrong position (it happens sometimes) and not been able to turn around to start unzipping. Hopefully next time will bring a lot more joy.

Oh Lord I didn' understand the incubator and I took a cable out because I think it was conflicting with my eggs. Well this cable was the temp sensor so the incubator heater was on all the time and put the incubating room to 115 degrees faren for around 9 hours. The eggs were real hot. Do you think I cook this eggs or they still alive in There?

If it was 9 hours then that doesn't sound good but I'd leave them in for a few days then candle them and see if you can see what's going on. It all depends on if the eggs got that hot all the way through or not.

Once you get to know your incubator then it does go a lot smoother, but sometimes it takes awhile to get the hang of what will work for you in your situation. It will get easier, I promise!
