Yes, primary value is as energy (carbs), maybe some trace vitamins if it's enriched. Not a good source of protein. In feed, its used as a corn substitute in places where rice is plentiful and corn is not. Not as a 1 to 1 substitute obviously, just that it fills the same basic role.

No need to cook first, can if you want. Don't add a bunch of salt.

Yes, you can feed either cooked or uncooked rice to them. But do you have any specific concerns so we can address them?

There is an old story where if birds eat rice, such as the rice thrown at some weddings, the rice will swell up in the crop and kill them. That's total nonsense, it does not hurt them.

Rice contains a lot of different nutrients necessary for good health. It is the main cereal for a couple of billion people on our planet. The protein content can vary between 7% and 16% depending on variety and how it is prepared so probably not a great protein source for your flock. Rice is high in carbohydrates which are necessary but you do not want to overdo them. Brown rice contains more vitamins and minerals than white rice. Like any other cereal rice should only be fed in moderation, as a treat and not their main food source.
