RIR Gender?

I have 4 RIR, 3 that look similar and 1 a little different. Here are some pics.

I have the opportunity to pick up a rooster tomorrow but i have some thoughts that this one is questionable. So before I commit to getting a new one I would like some opinions on the one. Overall color is a little darker than the other three and has black on wings.

Any thoughts would be great. Age is 12.5 weeks.

I think thats a roo....even when i compare him to my mature RIR hens he looks more boyish

At what age do hackle and sadle feathers come in?

His tail is looking suspicious, and his legs are thicker looking too.
