Do I have a rooster in my hands? She’s quite a bit bigger than my other pullets and her comb and face are alot redder. She’s also kind of a bully. . I think she’s about 9-10 weeks old.

I'm not very good at sexing the flatter-combed breeds, but I don't see anything screaming "Cockerel" at this point.

Within a few weeks you should be able to see male saddle feathers coming in if it's a boy and not a girl:
