Rooster no tail feathers

I have a 4 year old rooster that has no tail feathers. He is a very nice rooster. Had to rehome another of the original roosters. I think some of the hens are pecking at him. I have tried to keep him sprayed with the blue stuff but the feathers are not coming back. No mites, etc. Should I separate him to let his feathers grow back out? He is the original rooster for my flock of 42. We have another rooster that is about 2 years old now and they do get along. Open to suggestions. Thanks

What "blue stuff" are you spraying him with?? Do mean blue coat???
Yes, it brand in Blue Kote. I try and keep it so they aren't pecking at his red butt. He is starting to get some small down type feathers starting to grow. I have some hens that are getting broody and I may put them all in the separate pen to stop the broodiness and maybe they won't pick on him in there. We'll see.
