Rooster suppression?

Do dominant roosters suppress other rooster's growth? I debated which category to post this, but landed here. I do apologize if I chose incorrectly. This is DCB. Dirty Cotton Ball. DCB is a now 20 week old splash silkie. At about 12 weeks, DCB grew wattles and a small comb. By 16 weeks (this photo), the wattles and especially comb have not changed in size, though they have slowly grown more red. Still, at 20, the comb is still quite small, at least compared to a google search for comparison. Until yesterday, I had 2 Rhode Island Red roosters. Definitely the more dominant. Would those two big boys suppress the growth of DCB? Or, is it possible DCB is a she with wattles? I am aware silkies are notoriously difficult to sex! Trying to be patient waiting for that crow or an egg, but not succeeding. Lol.

They mY suppress the other breeding efforts, but not the physical growth (unless they're not allowing the other males to eat, that would impact development)
