The yellowish feathers are perfectly normal; they are an indicator that he is impure for extended black, which is usual of Black sex-links; whilst his mother was likely black barred, like a Barred Rock, his father may have been a Rhode Island Red or New Hampshire type. They are yellowish because the mother will also have been Silver, which is incompletely dominant over gold; the yellowish tones are that gold trying to push through the silver.

He does have a low-set tail, but it's there, don't worry. A rumpless bird would completely lack the tail feathering, the saddle feathers would be all that is there. He appears to be getting some sickle (male-pattern tail) feathers in now; it may be that they were pulled out at some point, or he could just be a late bloomer.
