I’m having a hard time deciding if these are roosters or hens.

I agree with all of the above.

Wild-type colouring is sexually dimorphic. Male chickens of the gold duckwing colour have black breasts and gold/red heads. Females are brown and have a less colourful head and breast.

Even though the hens have big, floppy combs, they're coloured in a way that makes it clear they're female.
