Selling chicks in kansas

So I’ve just been thinking about selling hatching eggs and chicks. The problem is I can’t seem to find info on what rules and regulations Kansas has for that. Does anybody know?

I know that you can see eating eggs without regulation if you have a flock of fewer than 50 chickens, but what about selling chicks and hatching eggs? What if you sell locally and not out of state? What are the rules if you do sell them out of state?

I’m rather confused - it seems like although many people are NPIP, some of them don’t seem to follow all the rules (about sending paperwork along with the eggs or chicks)?
 
Although lots of people don't follow the rules, the first step is to become an NPIP certified flock. NPIP is a national program but administered independently by states so the rules are different everywhere. One is supposed to be NPIP to sell across state lines and in most states, within the state.
The process varies widely. In some states, a percentage of the flock needs to be tested. In MO, every bird on the property over 4 months of age must be blood tested. No new birds are allowed to be brought onto the property between testing unless they are also certified P-T clean. It is a pretty simple process. The tester comes to my property every August, sets up a table and I carry each bird to him till they are all done. It is free here.
