Serama chickens are they concerned livestock or not ?

That would depend on how the rules are written in your area.

Because Seramas are chickens, they would almost always be considered the same as any other chickens.

The only exception I can think of, if you kept them in your house the way some people keep parrots or canaries, they might go under the same rules as any other bird kept in the house. That might or might not work, depending on exactly how the rules are written.
