Looks like the hawk they call "chicken hawk" we had in Oklahoma.
Not saying it is just saying it looks alot like them in the face and chest.
They are small, but they would fly down and try to take off with your birds head.
Curious to see what this one is. ​

Perhaps a male sharpshin or perhaps a male Cooper's, but the size you describe sounds a little too small for that. It is a mature male.
