sick turkey with puffy face help!

one of my turkeys started getting a puffy face so i started treating her with pennchlor 64 400ng daily for about 14 days now with no imporvements i need help with antibotic for her she is healthy n eating otherwise besides for breathing raspy n puffy face under he eyes any ideas on what i should give her for it? shes about 5-6lbs only young turkey.
