Silkie chicks twitching head?

In the past month we got around 20 fertilized silkie chicken eggs for incubation.
Our neighbor requested us to hatch these eggs for her since she knew we regularly hatch eggs a few times a year.

When the chicks hatched we had one that seemed pretty weak and was not able to hold its head in a normal position. It kept twitching its head upside down, refused eating and drinking. We felt very helpless. Longer research also didn't explain why this chick had this issue. We tried handfeeding it, giving it chicken vitamins but nothing seemed to work so we had to deliver it from suffering before it could starve to death..

Now my neighbor said that another of her 2 weeks-old chicks also slowly starts twitching its head and she claims that its getting worse everyday.

Does it have anything to do with the genetics of the silkies?

None of the other chicken breeds we were ever hatching were twitching the head like the silkies do.

Are we able to cure this disease and if so, what can we do?
