Speckled Sussex... any truth to slow feather growth = roo?

I have a Speckled Sussex who took ages to grow it's tail. Finally has now, but does that really mean it's a roo? I've heard that roos stay fluffier and take longer to feather out.

I agree looks like a pullets roos would have a bigger comb by 8 weeks

Looks like a pullet, slow feathering = male is only for certain breeds I believe.
