Ticks or stick tight fleas?

We live in Scotland and we are convinced these are ticks but my sister posted this on another page on Facebook and they said it could be stick tight fleas? We have never heard of them before so just wanted other peoples opinions.

Those appear to be stick tight fleas. We have some very tiny ticks here about the size of a pin head, but I have never seen them in such a mass. Petroleum jelly can be applied to the face to smother them (careful around the nostrils,) and some sources say to remove them manually with tweezers. Can you get ivermectin there? You probably should remove the bedding in your coop and treat it. Here is a good link to read:
