Either way is just fine. Depending ok the diameter of the inside of the tire. If it’s a 15 inch inside diameter I would cut if it’s 17 to a 20 inch diameter I would not cut.

19.5 inches is plenty for a few hens to thrash around in. Also, road tires have metal wires in them for reinforcement, so cutting might expose these. Additionally, a full tire would just look nicer than a cut up tire. I would keep it as is and just fill it for them.

Like Battlepants said that is perfect. What I did for mine was lay the tire on a piece of plywood take a pencil and draw the circumference of the tire on it and cut the plywood out with a jigsaw. Then bolt the plywood to the tire and fill with dirt.
