Unknown Reoccurring Eye Infection

I have a 2 year old Silkie rooster named Earl with an odd eye infection. His eyes have yellow and white puss and occasional firmer wads of puss that come from his eyes. We have made many attempts to clean and irrigate his eyes, but the eye infection always comes back. The vet prescribed Ciprofloxacin Ophthalmic Solution but the eye drops have never improved his eye condition. His eyes often go in periods of being completely fine some days to currently being in a period of very swollen and puss filled. Any advice on a medication or treatment for my rooster Earl’s eyes would be greatly appreciated!! Here are some recent images of his eyes:

I'm sorry to hear about Earl.

Can you Vet take a culture and do some testing to find out what medications would be best to administer?

Any lesions inside the beak, is there a bad odor about his face?
