Ways for reducing feed cost/decreasing amount of feed used?

You aren't losing feed to theft, four birds, one pound per day expected, less than 15kg per month is about right. You don't need a different feeder at all.

You can stretch the store bought feed with things like kitchen waste, fresh grass/weed clippings, trash fish like carp or gar if you like to fish. Roadkill hung over the run for maggots.

But keep the commercial feed available 24/ 7 or you will stunt growth and cause health problems.
 
Can I use cuttle fish bone instead of oyster shells, I have given it in the past for calcium deficiency

Unless there is something else in the cuttlebone, it looks like it would work. I see that you're in Pakistan. Is there an agency or agricultural college that you could ask?
 
What type of feeder do you have? That's about the right amount for 4 birds.
This is the feeder I am using, it's simple, cheap and works for me

I have started to give them kitchen scraps and food thats been sitting in the fridge for way too long and hasn't been eaten, it usually consists of flat breads, rice, vegetables and chicken

I Have asked couple of people and according to them it's probably ok.

I have ordered this online it contains oyster shells and cuttle fish bone
