Weakling chick- advice?

I hatched 9 babies this year from a clutch of 12. They are currently 9 days old. It was my first time brooding eggs on my own after ten years of chicken keeping.
My main concern is chick #7
We followed the rules of hatching and never opened our incubator and never assisted ANY CHICK! No human intervention happened to this chick.
Chick #7 hatched with a membrane wrapped tightly around the chest with the right leg tied to the chest. It came out that way, this chick also screamed like none of the rest on hatch. It failed to untangle itself after drying off so the stuck membrane was cut off. This chick is smaller than the rest and from day 1 has a noticable popping when breathing. It sleeps more than the rest and seems to overexert itself frequently. It has episodes of gasping following any physical activities. I NEVER FORCE FED THIS CHICK! No fluids were EVER forced on this chick.
I am unsure what to do with this baby as they do eat and drink and commune with the rest. The others don't bully them. But their chronic labored breathing has me worried. I own Tylefort but they're much too young to take that medication aren't they? Did they aspirate in the egg and will get sicker?

At 9 days old, still having this problem, I would have thought it would be past it by now. You could try giving vitamins in their water to give them all a little boost, but not sure what else this little guy needs at such a young age.

I'll move your thread to the ER forum for others' ideas.
 
Sorry to update this with bad news. I've just found her dead in a sleeping position. She was alive this morning and eating with everyone. I genuinely think it was an internal deformity from her time in the egg or she aspirated when hatching somehow. I just know from the beginning something wasn't right with her ability to breath and cheep.
I do use supplemented water and feed and it did change the demeanor a lot in her first 24hours. I think this was a case of failure to thrive.
Im still open to hearing opinions if someone has had this happen before. I understand deformities cannot be prevented but I appreciate learning more about chickens always
