Week old chicks are huddled, cold or still adjusting to new brooder?

I brought home 6 chicks that I believe are a little less than a week old about 3 hours ago.
I have the heat plate cranked, it says it's at 130 degrees but the thermometer is have under it says 89.9 degrees. The chicks have now been huddled under it for 3 hours with no desire to come out. I did pull them out at the 2 hour mark and show them the water & food. I also have a seed starting heat mat under the side of the brooder that does not have the heat light. The temp probe for that is hanging above the food area and is reading 74 degrees. I thought since tractor supply had them in a metal tub that my dog crate would work ok but maybe I was wrong.

Should I switch to a more enclosed brooder? My house is set to 72 degrees.
I guess I'm wondering if it's the brooder not being warm enough or if they just need more time to adjust to the new surroundings. Please help!

Thanks 😊

I also wrap my dog crate in plastic to hold in the heat (and the mess) for the first few weeks. I leave space for air ventilation, but this traps the heat. I just brought home week old chicks yesterday, and have been able to keep the temp around 90 at one end, and 75ish around the other end.

As others have said make sure they can touch it. Adjsut one end taller than the other so the bigger chicks are not as cramped and the smaller ones can still go back far enough to touch it.
