Weird fluffy chicken butts - juvenile molt?

Three of my cockerels (16 and 18 weeks) and one 16 week old pullet have these weird downy feathers sprouting in front of their tails. I was thinking they were just going through one of their juvenile molts (there are feathers literally falling off of some of the other birds) but these 4 are the only ones who seem to have this fluff. Is this normal? This is my first flock so I'm still learning as I go. There's no sign of mites or lice and none of the feathers look broken off so I don't think its another bird plucking them. Thoughts?

 
Thank you! My poor pullet has so much fluff on her butt right now she looks like she's wearing a bustle. Lol. So once the regular feathers grow in, the fluffy ones will fall out, I'm assuming?

I'm sorry to say but only rooster has those. And no they won't fall out they will stay there forever but don't worry it won't show much.
 

See that little fluff at the rooster tail. It doesn't go away at all but it looks pretty tho. I actually like rooster who has those little fluffs.
