Welsummer not sure if rooster or not

I ordered 3 welsummers and one is supposed to be a rooster but they all look identical, my other chickens were easy to tell at this age but this is the only one that seems it may be a roo out of the 3 welsummers. Looks like some darker feathers are popping through but just not sure and wondered if I got 3 females maybe by accident.

Definitely a pullet
