What gender is this rouen duck /duckling?

I have a 4 week old rouen duck and It does not quack.can you please help me figure out what the gender is. . It has blue pinfeathers . I also think the bill is turning a yellow.

You should be able to know for sure within a few weeks: females make a loud quack/honking noise and drakes make a wheezy whispery noise (males can't quack).
