When can my ducklings be put in the back yard by the pond?

When I got my ducklings the end of April 2019, my stepdaughter wanted some too.
So, I got 10. I have been raising the ducklings until they are old enough for her to take to her property with a pond.
Question: at what age can the ducklings be released onto her property with the pond.
Currently she has no shelter for them.
 
Once they are fully feathered, so all adult feathers and no duckling fuzz, they can regulate their body temperature on their own (without a heat source) and can be outdoors full time and can have access to swimming water full time. Just a dog house or something they can get into if they want for shelter would probably be ok. Ducks aren't big on using houses and like to sleep outdoors often by choice.
 
For swimming they indeed need to have adult feathers;
for being outside depends a bit on your local temperature. Or swimming for that matter without fully adult feathers; they need to be able to dry up when they do not have those fatty feathers that regulates their body temperature.
If you live in a hot dessert it can be earlier then when you live where it allways snows?
Where I live the weather changes a lot; and I keep it at if I can sit naked in the sun and dieing is most likely because of not using sunscreen; then they can be outside too. Because they can dry up and such.
