When will these feathers regrow from cat attack??

Hello!

I found an injured starling who had all of his flight feathers and then some gnawed off of his tail and wings :/ I didn't see it but the only theory I can come up with to explain the systematic disablement would be a cat snatched him, held him as it chewed off his tail and one wing to stubs then was working on the other wing (which still has some useless feathers left but is essentially also a stub) when he broke away and got into the bush where I found him stuck and with his leg twisted :( the feathers are cut and had sticky slobber on them so I can't think of any other scenario.

He's a developing male and I didn't think he was going to make it but he really perked up because apparently he didn't get any wounds on his actual skin :) his leg and foot are strong and normal now but he still can't fly at all and it's been nearly a month.

I have him in a big cage and he does fall sometimes (poor stubby thing!!!) when he races up the branch stairs too fast so he can't be released because there's cats all over.

He is the most intelligent bird I've ever rescued and even though I didn't raise him from a baby, he begs for food when I feed other baby birds, hand feeds, likes getting spritzed with water for a bath and even started trying to sing (he's really bad) yesterday when I moved his cage higher and closer to where I sit outside where the babies are - I have had him on the other end of the deck where I thought he would feel more comfortable but apparently he likes the company ;)

I was concerned I haven't seen any feather growth yet so I read up on how often you clip a chickens wings and it says ANNUALLY - does this mean my bird will be with me until next spring??? :p good thing I'm building an aviary.....!! Lol
 
With chickens if the entire feather, shaft included, comes out the feather will soon grow back. If a piece of the shaft is left in the feather will not grow back until the chicken molts.
 
Thank you Ridgerunner :) I started thinking that might be the case when I realized they weren't growing, I assumed the trauma would have promoted shedding the damaged feathers as new ones started coming out but I guess he will be with us until at least his autumn moult from what I've been reading... Maybe he will get along with the chickens ;)
