Why are my ducks not laying???

I have two kacki campbells that are 25 weeks old and are STILL not laying. I have two kiddy pools for them and my two Cayugas (one drake and a hen) they are free roam on one acre with 21 chickens.
 
Two possibilities, one, they are laying somewhere on that acre of land. Or two, they are waiting until spring to start. Shortening day length triggers a reduction in hormones. If you think about it, why would they want ducklings in the middle of winter? If that is the case, they will probably start laying around January or February.
 
25 weeks isn’t unheard of. I’ve had hens lay as early as 4.5 months and as late as 8 months.

Agreed, either they’re laying and you haven’t found the eggs, or the daylight shortening is pushing their egg laying back, or they’re just simply not ready to lay yet.
