Maybe I should suggest a Koala sanctuary in downtown Minneapolis. They could bulldoze 30 square miles and reclaim it as a eucalyptus forest.

They waste tax dollars on other worthless ventures.

They aren't allowed to bulldoze, rebuild, remove existing trees or anything. Starts in the centre of a city. Everything has to stay as is
