If Chippy has the blue egg gene, yes. Otherwise, not unless he's crossed to a female with that gene.

not all of our Cochin X EE's lay blue eggs. I have 5 of them, and 3 lay blue eggs and the other two lay a cream colored egg.
If the cream layer was the mother of Chippy, then I don't believe Chippy could produce blue-egg laying offspring.
If Chippy hatched from a blue egg, he might have inherited the gene for blue eggs from his mother.

Or if Chippy's father was an EE-mix, Chippy might have been able to inherit the blue egg gene from that rooster.

So it's possible that Chippy has the gene for blue eggs, but he might not. I don't know how likely it is.
 
Snickers is looking…. debatable.

I had been convinced he was a she until a few weeks ago… and now I’m almost certain she’s a he.
He is not crowing OR mating with the hens, like Chippy is, which is strange. No signs of being a cockerel other than his looks.. am I going crazy or is he really a cockerel?

I am 99% sure he was just a late developing cockerel.

Snickers seems to be the outlier of the bunch.

He hangs out with Chippy and Twix almost of the time, but a lot of the time he just wanders off, alone, while Chippy stays with Twix and even attempts to mate her (she is not ready).

Chippy is getting the hang of it. He chases the older hens to mate them. Some of them are not a fan, but he seems to be more gentle than other roos. The Main Roo isn’t a fan of it either… but I’m very happy with my flock right now. The Main roo is a calm and gentle roo, and the other roos know that they need to back off when the Main Roo comes running. The Main roo is at the point where he doesn’t even have to touch the other roos for them to know that they need to back off. He doesn’t fight or cause fights.
