What gender is this?

Can anyone help? She is 4 1/2 weeks old, smaller then her siblings which would seem to be a pullet but has a short tail. She is very gentle and sweet

Thank you so much for your feedback!I love her just as much as before but I was beginning to wonder what I'm going to do if I have all roosters. I certainly don't have enough space to separate too many fights. The fights seem to have ended though. Perhaps they have finally agreed on whos boss!
