How many standard size chicks will this work for?

Any idea how to better regulate the heat? It's over 100 degrees under the brooder and plus 90 on the other side of the brooder without the heat. I've got no place for chicks to escape the heat

Maybe raise one end up by placing bricks under the legs?
 
this thing is unreliable it goes cold for absolutly no reason led light indicates its on but the plate is stone cold. at least with a heat lamp I know its working
 
I'm expecting ducklings soon, first time duck mom here, and I chose this over a heat lamp. Problem is it takes up a lot of space in the 50 gallon tote I'm using. I'm getting 10 runners. It was the minimum you could order from TSC. Would this not work vertically to keep the ducklings warm? And is the brooder setting warmer than the heater setting and can I use the brooder setting if it is vertical? I know you can hang it, but I'm going to have the birds inside the house until they're bigger and don't really have like a low shelf or something like that to hang it from. My shed is going to be the duck house and it has a shelf but it doesn't have doors yet so it's not protected from predators. I want to be close to them anyway.
 
Do anybody know if I can use this in the brooder position but with the heater temperture? I need more heat and with the brooder temp is not enough. Any ideas?
