Looks like a hen to me. The neck feathers are short and rounded. It's tail is also pointed straight up. I attached a picture of an EE rooster. You can see the long skinny neck feathers and tail that curves down. At 10 weeks, if it was a cockerel you would definitely see a bigger comb.

What about it's neck feathers? It has short, rounded neck feathers. And the tail is upright, not curved.
It's too young to have fully developed sex feathering and tails aren't useful in sexing, especially at this age. By the time sickles develop, there are many other secondary sex characteristics evident. Here is sex feathering that he is starting to develop:

What do we go by at this age? I’m supposed to trade her back in one week if she really is a he 😂 I’d hate to give her up if I don’t need to.
