Air sacs growing but no development?

Is this even possible?
I've been able to see development normally from day 4 with all my other batches and dud eggs have candled clear, but today is day 7 with these eggs and all I can see is the egg yolk and air sac. Is there any chance at all that these will develop, as the air sacs are developing?

I'm so peeved that these don't appear to be developing as these are my blue d'anvers.

The air sacs will naturally grow larger with the conditions in the incubator. This has nothing to do with whether there is a developing embryo or not. I would wait until day 10 and candle again and take it from there.
