Not exactly sure what he is but i think hes a pyle

To even hazard a guess you would need a better pic. Station and leg color is a factor, so is his size as most lines can be found in the pyle feather color.

Question: When do Game hens start laying, as compared to other breeds?

My "mama" lays white eggs, so I assume her daughters will, too ... which means that none of the 5 of them are laying. I don't know their exact age, but they are at least 9 months old at this point.

What gives?

They mature slowly. Pullets hatched late in season can sometimes lay at 6 months if well fed and exposed to supplemental light. Mine otherwise are eight months at least and onset is more a function of increasing photoperiod following the winter solstice.
