What age is he/she? Mine has a smaller comb but the other two barely have anything. i wonder if combs can vary in size at the same age.

About 9 maybe 10 weeks old

If she is 17 weeks old, she still looks like a hen to me. My Leghorns started laying at that age. Does she crouch down when you walk up to her? That is a sign she will lay soon. Leghorns have very bright red combs, pretty large and large waddles so don't be fooled by that. Her tail feathers also look like a female. I am attaching another photo of my girls when they were 18 weeks old, I hope it helps.
