Breed? Gender? Is It Even A Chicken?

So one of my 8 supposedly Welsummers just doesn't look Well-ish at all. Pretty though. Plus he/she appears to have some pinkish looking comb/wattle in addition to black feathers in the chest area. Which would be fun if it turns out to be a Welly Rooster but is it a Welly? I hope they didn't throw in a baby pigeon or something. This one's tricky so your feedback is ever so welcome

It was in with a batch of Welsummers that I bought in early April from our local feed store.

Update: After looking over about a million pictures and descriptions I'm going with Partridge Welsummer. But please, feel free to correct me as this is my first time with this breed.

I think it's a pullet. I'm not sure of the breed but it's pretty! Can you post pictures when she gets her adult feathers? I'm curious to see what she's gonna look like
