Which tier should the Brinsea Ecoglow 20 be at for three week old silkie chicks? I wanted it kept in the middle for a bit longer, but my family's adamant it should raised to the top by now. What do you think?

I would just look at them when they go under it.

You don't want them to have to stretch to get their back on the bottom.

I would think the top setting would be way too high for 3 week olds.... but you could try it and watch.

In the past, I've made the front of my brooder pad (same principle as the Brinsea) slightly higher than the rear. It creates a small difference in height so that the chicks can move according to where they are most comfortable.
