broiler chicks to hot?

some of my broiler chicks pant as like a dog does when it's to hot...are my chicks to hot? only 3 of my chicks do this...the light is always left on does it have to be on 24/7? whenever they pant i turn the light off for a few minutes but then they get up and run around like they are lost?

I would assume panting is a sign of over heating, my chicks did it while they were drying off in the incubator whose thermostat broke so the temp kept rising but when I took them out they were fine. If they are less then 4 weeks old I wouldn't turn the light off unless you have another source of heat for them. Just give them more room so they can move away from the heat.
 
ok i have the heat lamp in a spot where they can get away and cool off if they need 2!
