Chicken being bullied

I have noticed in the past that one of my chickens was being pecked. I later noticed some feather in her head that looked as if they had been pecked.

It has been getting worse and worse, she won’t play with the other outside, she is scared to be around the others when they are with the bully.

Some things you should know:
She is an EE
My flock has 4 chickens in a very small coop and run
I have a BR ( I know they are sweet to humans but horrible to other chickens)
She is broody
The Billie isn’t the leader of the flock

Are you letting her hatch or....?
Did the pecking start when she went broody?

More space, and places to 'hide', is always better.
Ok I just added some stepping stools for her, we don’t have a rooster so she can’t hatch
 
Now I that I think of it the pecking did become more intense when she went broody, but she was always on the bottom of the pecking order

Broody is not dependent on fertile eggs.

Here's my go-to signs on a broody:
Is she on nest most the day and all night?
When you pull her out of nest and put her on the ground, does she flatten right back out into a fluffy screeching pancake?
Does she walk around making a low cluckcluckcluckcluckcluck(ticking bomb) sound on her way back to the nest?

If so, then she is probably broody and you'll have to decide how to manage it.

She makes the sound but that’s the only thing, are EEs normals broody?
 
I usually only see her at night on the egg once in awhile and I take the eggs out from under her as soon as I can so she doesn’t sit on then

That is really sad. You need to add more space. Chickens need a lot of space, it’s really unnatural to be kept in little quarters. If I was you I would enlarge their run. I bet they will get along much better that way and also you can put up obstacles. Even if it’s just cardboard boxes.

I thought of enlarging the run last year, I will call my guy this weekene
